From the Margins to the Middle: Inclusive Learning Initiatives

India’s education policy says all the right things. The National Education Policy 2020 promises foundational learning for every child by Grade 3, and an inclusive classroom for children with disabilities. But the reality on the ground is more complex. Many children with developmental delays or disabilities are still being missed, and teachers often lack the training or tools to support them effectively.
This is where Pratham’s ENABLE initiative is gaining ground. It works within the public system, not around it, helping make early intervention and inclusive learning a regular part of school life.
ENABLE supports government schools and Anganwadi centres to better identify and respond to learning needs, particularly in children aged 3 to 8. This is a critical stage when delays in speech, motor skills or cognition can start to show. The initiative helps set up resource hubs at the block level, which offer teacher training, ongoing mentoring, and tools to adapt the curriculum. Field teams also work with families, community workers and health services to build awareness and reduce stigma around disability and learning support.
The approach is not about quick fixes. It focuses on building capacity from within, so that the system itself is better equipped to support every child. A teacher in a rural classroom learns to spot when a child might need extra help. A parent is encouraged to engage early, not told to wait. A school becomes a place where difference is recognised, not overlooked.
An estimated 7% of children in India live with disabilities, and many more experience developmental delays that go undiagnosed or unsupported. Without early identification and inclusive support, these children are often left out of mainstream classrooms or worse, excluded from school altogether, limiting their futures possibilities and earning potential through a wider range of careers.
